The World Is Getting Noisier — But We Can Change That

I spent years immersed in noise. Sometimes it was deafeningly loud, like the crescendo of horns and two-stroke motorcycles during rush hour in Mumbai. Other times it was simply maddening, like the parade of big-rig trucks in a dense Detroit neighborhood, belching fumes along with deep, chest-rattling rumbles and hydraulic wheezes. Some noises were jarring and distracting, while others — like the distant roar of highways and jets — kept intruding into the lush soundscape of the wilderness. 

I not only listened to these noises, I studied them. I read about the serious health harms linked to this pervasive yet inscrutable pollutant, ranging from hearing loss to heart disease to childhood developmental delays. I wrote a book about everything I learned. But I still struggle to answer this basic question: What is noise?

The fact is that every definition misses some critical piece of the puzzle, and I have come to believe that characterizing noise too narrowly undersells its harms and hobbles solutions. The question of what separates sound from noise is worth exploring, but we should be open to multiple answers, all of which fall short but may collectively point us to a deeper understanding of noise and a better-sounding future.

Let’s start with decibels. Created by Bell Labs in the 1920s, the decibel scale measures a sound’s acoustic energy, which we perceive as loudness. For reference, leaves rustled by a gentle breeze might be 20 decibels (dB), normal conversation is about 60 dB, power tools generate about 90 dB, and a New York City police siren can hit 120 dB.  For decades, this scale has been the go-to tool for most ordinances that regulate noise: Below a certain decibel level, it’s sound; cross the threshold, however, and it becomes “noise.”

Defining noise by an objective measure such as decibels makes sense when it comes to the law. But in the wider world of noise, loudness is just one measure of sound, and not always the most important. Nature sounds, for instance, tend to lower stress levels, while the same decibel level of traffic sounds raises them, because our responses to sounds are anchored in memory and emotion. On a more basic level, studies find that people generally dislike “tonal” sounds with sustained high- or low-pitch energy like buzzes, hums and whistles, even relatively quiet ones. 

The duration of a sound matters, too. Otherwise inoffensive sounds can become intolerable noise when they never shut up. This helps explain why the constant, low-pitched hum of data centers can drive people crazy even though the sounds are often well below the decibel thresholds of existing noise codes. Likewise, noise complaints to airports skyrocketed several years ago even though the jets weren’t any louder (in fact, they’d grown a lot quieter over the previous decades). Instead, the FAA’s new precision navigation system had consolidated flight paths, concentrating overflight noise disturbances.

Finally, sounds can become distracting noise by overwhelming the brain’s ability to sort out what’s worthy of our attention. For instance, people are more distracted by intelligible talking compared to equally loud voices churned into meaningless garble. That’s why making an office too quiet can worsen worker distraction and why some offices add sound masking systems like “white noise.”

If we can’t reliably pinpoint noise on a decibel scale, then how about the classic dictionary definition of noise as “unwanted sound?” This shifts the core noise judgment from our ears to our brains, which makes a lot of sense. Still, this definition is bedeviled by an obvious follow-up question: Unwanted by whom? 

From the Victorian intellectuals disturbed by all the new factories — and the new immigrants who worked in them — to the rising noise complaints in today’s gentrifying neighborhoods, there’s a long history of people complaining about noisy “others.” Setting aside cultural clashes, so many sounds are beautiful to some people and bothersome to others (wind chimes? bagpipes?). The drunken love song I sing outside your window at 3 a.m. may be noise to you, but I think it’s soulful, and moving, and the exact sound my broken heart needs. Indeed, if we push the idea of unwanted sound to its extremes, then we might conclude that noise, like beauty, is entirely a matter of personal taste.

As with decibel measures, understanding noise as unwanted sound is useful, but only up to a point. Albeit steeped in subjectivity, our reactions to sounds are still governed by shared biology. For instance, extremely loud music can damage your inner ear and cause hearing loss no matter how much you love the songs. Beyond our ears, we only have so much attentional bandwidth. At some point, we are all susceptible to signal overload, as hospital clinicians suffering from “alarm fatigue” know all too well. The same goes for wildlife listening to find food, avoid predators and compete for mates amid constant sonic intrusions from highways, airplanes, ships and industries.

Plus, everybody needs to sleep, and while people can get used to a certain amount of nighttime noise, that tolerance has limits. From an evolutionary standpoint, hearing is a defensive sensory system, signaling the brain faster than vision and always alert when we close our eyes to sleep. Even a moderate level of night noise can disrupt restorative sleep without people regaining consciousness, raising the sleeper’s heart rate, blood pressure and stress hormone levels, and contributing to a range of health ailments. The American Public Health Association cited these findings among others when they redefined noise as unwanted and/or harmful sound in 2021.

Where does this leave us? Thus far, we have mainly been judging sounds in a vacuum. What about the context in which they’re heard? After all, the same birdsong that might enliven your morning walk could drive you to distraction when you’re back at the office and struggling to meet a deadline. And after your morning walk and your deadline-driven workday, you might join friends for dinner at a restaurant, where — issues of loudness damaging hearing aside — a common problem is conversations disrupted by excessive noise.

Conversation struggles tend to start when the background buzz goes above 70 dB and room echoes linger for a second or more, as they often do in restaurants favoring hard surfaces (other factors include how far apart the tables are). But importantly, a too-quiet restaurant can also kill conversation due to patrons worrying about being overheard. Some level of ambient buzz alleviates that anxiety over privacy and helps create a lively, fun atmosphere, up to a point.

Clearly, decibels matter to restaurant noise. Subjectivity matters, too. But so do human attentional limits, and the context of our common desire for conversation over a meal. It’s a constellation of factors we can apply to noise questions everywhere, yielding different answers in hospitals, offices, parks, schools, nightclubs, subway stations and so forth.

No noise judgement will ever be beyond dispute. But a holistic approach helps weave noise concerns into broader conversations and bigger goals, such as healthier buildings or more restorative cities. It helps us go beyond Whac-A-Moling decibels, and instead being smarter about mitigation and more adept at avoiding future noise with sound-aware architecture and urban planning tools such as immersive acoustic modeling. Finally, it frees us from rigid, one-size-fits-all noise fixes without surrendering to sonic relativism that might undermine efforts to make our shared sound environments better for our health and wellbeing. We’ll never be free of noise, but if we think broadly and proactively, there’s a lot we can do to make our world sound better.
